Collection/Wastewater Systems

Adams County, Colorado
West 64th Avenue Improvements

The RGA team designed an expanded roadway section that included storm, water, and sanitary sewer improvements to West 64th Avenue. Our team coordinated and conducted public informational meetings, where feedback from local residents and business owners was integrated into the design process.  The review agencies having jurisdiction in this area are UDFCD, CDOT, Crestview Water and Sanitation District, and Denver Water. RGA met with, submitted plans to, and obtained approval from all these agencies.

Applewood Sanitation District, Jefferson County, Colorado
Sanitary Sewer Management

RGA is designing, maintaining and inspecting repairs to the district’s sewer system. This work includes bidding and contracting firms to perform the videos, reviewing videos, making assessments and prioritizing the replacement of lines, providing report to the district, producing design plans and contract documents, advertising, bidding and construction management inspection of these projects. ​

Street Rehabilitation and Utility Project Phase I, II and III Water System Improvements

The RGA team provided the design and construction administration for this three phase, three year project.  The project included all water transmission lines, meters, and services; repaving most of the streets, with reconstruction of deteriorated curb, gutter, and sidewalk; construction of storm drain facilities; and replacement of most of the sanitary sewer lines in the older portion of the city. Traffic control, minimizing utility disruption, and public relations were significant construction issues.  ​

​2018 Sewer Collection System Improvements

RGA prepared the design and construction documents for sanitary sewer improvements for approximately 41 point repairs, including removal and replacement of cleanouts and manholes. The project consisted of approximately 450 LF of 6” CIPP, 6,300 LF of 8” CIPP, 1,500 LF of 10” CIPP and 3,900 LF of 15” CIPP lining. The design included gate valves and service connection. ​

2016 Annual Sanitary Sewer Maintenance

​RGA produced bid documents and quantities and provided bidding services for the completion of 40,000 LF of jet cleaning, 40,000 LF video inspection, and 20,000 LF root cut for the city. This also included inspections of 75 manholes. ​

2012 Sanitary Main Rehabilitation

The RGA team provided design, construction management and inspection for 14,000 L.F. of 8” cured-in-place pipe, re-establish 305 service connections, three point repairs and installation of four manholes. ​

Columbine Water and Sanitation District, Jefferson County, Colorado
Columbine Sewer Improvements

​The RGA team designed the rehabilitation of approximately 20 linings of 4’ manholes, 6,700 LF of 8” CIPP, and 80 service connections to be re-established. ​

East Alamosa Water and Sanitation District, Alamosa, Colorado
Colorado Highway 17 and State Highway 160 Intersection

RGA provided the design and construction management for the replacement of 675 LF of 8” sanitary sewer and four manholes. This work was in partnership with a CDOT project, where the District was allowed to replace their aging infrastructure in this location after CDOT had removed the pavement and was additionally be allowed to utilize CDOT’s traffic control.

Kremmling Sanitation District, Kremmling, Colorado
Collection System and Wastewater Treatment Plant Improvements

RGA assisted the Kremmling Sanitation District with the design and construction administration of various collection system and wastewater treatment plant improvements including a cured-in-place pipe (CIPP) rehabilitation project, the design and permitting of a new influent flow monitoring station and the design and permitting of a pilot test. The pilot project tested a new and innovative technology for ammonia removal that allowed the district to keep their current lagoon system and comply with the impending ammonia discharge limits. The pilot test will save the district several million dollars and avoid the construction of an expensive mechanical wastewater treatment plant.

​West Interceptor Pedestrian Bridge

Development on the west side of Cherry Creek created the need for a new 14,000 L.F. interceptor in the southern part of the district’s service area.  RGA was contracted to design five miles of sewer line varying from 18” to 36” in diameter.  The alignment was in Preble’s Jumping Mouse habitat and construction was confined to 30’ in width.  RGA also designed a pedestrian bridge that could carry the pipe on the bottom and eliminate the need for a lift station.  RGA performed complete construction management.

​2019 South Sheridan Boulevard Sanitary Sewer Main Replacement Project

​This project includes approximately 300 LF of 16” HDPE sanitary main removal and replacement with 15” PVC pipe, manhole reconnections, by-pass pumping, sanitary service reconnections, Spectra Shield touch up at manholes and asphalt patch paving, roto-milling and overlay of the section of street.

Pagosa Springs Sanitation General Improvement District, Pagosa Springs, Colorado
2020 Phased Replacement of Collection Lines

​Pagosa Springs Sanitation General Improvement District retained RGA to complete a phased replacement plan for its sanitary sewer pipelines. RGA reviewed approximately 82,277 linear feet of sanitary sewer line video inspection records. Pipe deficiencies were scored based on descriptions provided in the inspection records. Pipe deficiencies were categorized into 7 categories: cracks, breaks, joints, sags, roots, debris, and infiltration. Numeric pipe condition ratings were assigned based on an analysis to determine whether the deficiencies were light, moderate, or extensive. The total rating of each pipe segment was based on the sum of the numeric pipe condition ratings for each of the 7 categories. Pipe segments were then divided into 5 condition categories: good, fair, moderate, poor, and emergency conditions. During this process, RGA identified an area where the manhole names had been duplicated and renamed them to avoid future confusion. Detailed cost estimates were prepared for each of the 5 categories and a phased improvements plan was recommended to be implemented over a 20 year period.

2018 West Parkhill Avenue Sanitary Sewer Main Replacement Project

​This project included approximately 225 LF of 12” sanitary sewer removal and replacement with 12” PVC C-900 pipe, and asphalt patch paving, roto-milling and overlay of the section of avenue. The work is on collector avenue.

Town of Del Norte, Colorado
​Collection System Replacement Project

Upon investigation of the collection system, RGA found that the replacement sanitary sewer could not be reinstalled as the previous pipe was constructed due to placement of the storm sewer at the same elevation. Therefore, the sanitary sewer had to be lowered to avoid any conflicts. This included the addition of a lift station prior to the outfall piping to the lift the sewage to the existing wastewater treatment plant. RGA assisted with the design and regulatory agency permitting of a lift station. This project was funded through a DOLA grant received through RGA's Preliminary Engineering Report.

2019 Sanitary Sewer System Improvement Project

​RGA evaluated videos for sanitary sewer, made assessments on pipe condition, and provided a Capital Improvements Plan that recommends both cured-in-place point repair and cured-in place lining of portions of the system along with excavated repairs in some areas. RGA provided bid documents for the design of 11 point repairs with 8” PVC (Approximately 600 LF); 2 manhole locates/raisings; approximately 4750 LF of 8” Cured-in-place liner with service reconnections; 6 Manhole modifications; 24 manhole linings; 19 protruding tap removals; concrete repair and asphalt patch paving. ​

Berkeley Water and Sanitation District, Adams County, Colorado
2019 Water System Improvements Project

RGA completed the design of 16 repair locations throughout the District in order to transfer the District from a Read and Bill Service Contract to a Total Service Contract.  Work consisted of surveying coordination, potholing design/coordination, easement coordination/completion, design services to prepare plans, construction cost estimates and reports.  This work also included construction contract completion, Denver Water/Adams County coordination/approval, bidding services, and construction administration services. ​

Buckhorn Valley Metropolitan District, Gypsum, Colorado
​Raw and Irrigation Water Capital Improvement Project

RGA designed and oversaw construction of eleven (11) major control structures which included flow meters, check valves and flow sensing valves. Pipe sizes ranged from as small as 4-inches in diameter to as large as 10-inches in diameter. The system is capable of sensing flows and automatically closing isolation valves if it is determined that there is a downstream leak or pipe break. The purpose of the control system is to ensure that a downstream pipe break does not cause a catastrophic failure of the gravity fed system.

​6th Street Waterline

RGA prepared the designs and construction documents for waterline improvements consisting of 218 linear feet of 6” water main and 18 linear feet of 12 ACP water main along 6th Avenue in the City of Monte Vista. The design included gate valves and rerouting a water service line. ​

Annual Water Main Replacement

From 2006 to 2015, the RGA team provided design, estimation, construction management, and observation/inspection for 22,760 LF of 6, 8, 10, and 12-inch PVC water mains and lateral tie-ins, and roughly 490 water services to replace existing 50 year-old lines in residential neighborhoods. ​

Goat Hill Phase IIB Waterline Replacement

The RGA team, working in conjunction with an Adams County roadway replacement project, provided design, contract bidding documents, construction management, and observation for 5,600 LF of 6-inch and 8-inch PVC watermain and lateral tie-ins, and 119 water services and meter pit relocations.  The project also included design and construction of street, sidewalk, and drainage improvements.

Pecos Street Grade Seperation Project

The RGA team provided design review, construction management, and observation of approximately 1,500 LF of a 20-inch DIP transmission main replacement, including 150 LF of 32-inch casing bore under the Union Pacific Railroad.

​The RGA team provided design, construction management, and observation for 4,300 LF of 8-inch PVC pipe, lateral tie-ins and services to replace an existing 50 year-old water main in a heavy traffic area.

​East Alamosa Water and Sanitation District, Alamosa, Colorado
2021 Water Main Capital Improvement Project

 RGA is providing design and construction management for improvements of the district’s drinking water distribution system and associated components. The project will consist of the rehabilitation of 12,627 LF of 6” water main and include the preparation of a Project Needs Assessment and an Environmental Assessment. This project is funded by CDPHE’s Planning Grant and Drinking Water Fund (DWF).

Forest View Acres Water District, El Paso County, Colorado
Arapahoe Transmission Line Replacement

This project consisted of approximately 7,500 LF of 4-inch PVC pipe, a crossing of Monument Creek and mitigation of the Pebble’s Jumping Mouse Habitat.  The project also included structure modification to the well pump station, piping modifications at the well pump station and a re-design and re-construction of a booster pump station.

ARRA Water Distribution System Replacement

The RGA team provided design, construction management, administration, and inspection for 9,000 LF of 6-inch and 3,650 LF of 8-inch PVC water main replacement, including performing ARRA compliance services and inspection.  RGA helped the District secure ARRA funding for the entire project.

This project included approximately 3,681 LF of water main replacement with 6" PVC and 1,005 LF of water main replacement with 8" PVC. This work also included Denver Water coordination/approval, bidding services, and construction administration services.

This project included approximately 1,080 LF of water main replacement with 6” PVC, approximately 4,900 LF of water main replacement with 8” PVC, wet tap and cut in tee connections, water service reconnections, 3 asbestos cement pipe connections to existing mains and approximately 80 LF of asbestos cement pipe removal and asphalt patch paving, roto-milling and overlay of the section of street. ​

​The RGA team assisted with the USDA approval of the replacement of shallow water main lines. This included the preparation of an Environmental Report and a Preliminary Engineering Report.

2018 South Pierson Street Water Main Replacement Project

This project included approximately 1,000 LF of 8” water main removal and replacement with 8” and 12” PVC pipe, and asphalt patch paving, roto-milling and overlay of the section of street, and vault replacement. Some of the work involved the removal of asbestos pipe. ​

Stonegate Village Metropolitan District, Douglas County, Colorado
24-inch Waterline to the 3.6 MG Water Storage Tank

The RGA team provided design, construction management, inspection and administration for 9,200 LF of Fastite and Flex Ring locking DIP 24-inch waterline to the 3.6 MG water tank. ​

Town of Buena Vista, Colorado
Water System Improvements

The RGA team designed water system improvements and completed construction management for the Town of Buena Vista. These improvements consisted of:

• Upper Zone Water Storage Tank Project – 750,000 gallon glass fused to steel water tank with piping, concrete foundation, submersible tank mixer and all associated water appurtenances. 
• Water System Improvements – four (4) fire hydrant replacements, approximately 1,100 LF of waterline replacement, water service replacements, remove/replace of asphalt, rock/boulder excavation, and associated valving and appurtenances.
• Well No. 3 Retrofit – Retrofit of existing well for potable purposes, including associated valving and appurtenances. 
• Beldan Street Waterline Replacement – Approximately 540 LF of 6” water main replacement.
• Piñon Street Waterline Installation – Approximately 1,000 LF of 8” water main installation.

Town of Buena Vista, Colorado
Water Main Installation

The RGA team designed 600 feet of the Ivy League 12” water line interconnect to consolidate two pressure zones for the Town of Buena Vista. The RGA team also provided design, construction documents and cost estimates for the new 800 LF of Beldan Street’s 6” water main with associated service line replacements, rock excavation, concrete pans and asphalt pavement. RGA provided as-needed construction management services for the Town. RGA designed and/or construction managed two watermain projects in this mountain town, 500 feet of 8” waterline in Arkansas Street and 760 feet of 12” waterline in Tee Road. Unique conditions included such rocky excavation that substantial suitable backfill material was required to be imported to replace the unsuitable excavated rocky material.

​2016 Water System Improvements

RGA completed the design, CDPHE permitting, and construction administration for the lower water storage tank rehabilitation and booster pump station. The booster pump station was designed to be capable of moving system water from the distribution system to the upper water storage tank.

Town of Eckley, Colorado
Water System Distribution Improvements

The RGA team provided initial evaluation and designed improvements for the town’s aging potable water distribution system.  Improvements included replacing approximately 15,000 LF of old pipe with new PVC pipe, fire hydrants, valves, and residential meters. The RGA team implemented a semi-automated residential metering system. In order to provide a tool for future system shut-downs, our firm also updated the town’s potable water system maps to include emergency valve shut-off plans and mapping of residential services. The RGA team prepared and coordinated grant and loan applications to obtain funding for this project, and performed all the construction administration and management. ​

​Rose M Waterline

RGA assisted the town with the design and construction management of the restoration and extension of the Rose M waterline to provide access to water for the residents of Jamestown and to provide a required source for fire protection and safety. This was funded by DOLA's Community Development Block Grant Disaster Recovery Infrastructure Grant.

​Water System Improvements

After being decimated by the flood in the fall of 2013, the Town of Jamestown began to re-build. RGA was retained in 2015 by the town to provide engineering services for the 2015 water system improvement project, which consists of 1,600 linear feet of pipe replacement, upgrades to the town's water treatment plant, rehabilitation of the town's water storage tanks and the installation of mixing systems in the town's potable water storage tanks. ​

DOLA Water System Improvements

The RGA team provided design, construction administration, and inspection as requested for 22,000 LF of 8-inch PVC water main, tie-ins and 260 water services to replace an existing 50 year-old line.  Unique features of this project were the unknown locations of the old existing 4-inch and 6-inch cast iron waterlines and appurtenances.

ARRA Road and Water System Improvements

​The RGA team served as project manager, design engineer, and construction administrator for two (2) miles of waterline and roadway replacement.

​Parker Water and Sanitation District, Parker, Colorado
20 Mile Road Raw Water and Reclaimed Water Lines Phases I, II, III, IV

The RGA team provided design, construction management, observation, and administration for reclaimed water and raw waterlines consisting of 23,000 LF of 16-inch pipe, 3,000 LF of 24-inch pipe and 2,000 LF of 12-inch pipe.  This series of projects also included 11,600 LF of dual 16-inch PVC effluent and 5,500 LF of 24-inch, 16-inch and 12-inch PVC raw water lines, including 600 LF of 54-inch diameter tunneling and casing under existing streets. ​

Cherry Creek Diversion Dam

The RGA team provided the design, permitting, construction management, and inspection for a 300-foot inflatable diversion dam to redirect raw water into a pump station to provide water to the Reuter-Hess Reservoir.  Construction consisted of subgrade improvements by vibratory installed stone columns, sheet piles, a concrete apron for the inflatable dam, a system of 20-foot retaining and wing walls, a bypass sluice area, grouted rip rap armor, and site restoration in compliance with the US Army Corps of Engineers.

​Zone 3 Transmission Main

This water transmission main, links several pressure zones and tank systems.  The project involved the installation of 45,000 LF of 30” DIP with pressure ranges between 50 and 250 psi. RGA served as the design engineer and construction manager for this project from conceptualization through final acceptance. ​

System Evaluations

Collection System Preliminary Engineering Report

In order to reduce the infiltration rife with high levels of zinc and cadmium, to increase the integrity of the system, and to satisfy compliance issues on the City’s WWTP Discharge Permit, RGA assisted the City in bidding a video, jetting and root cutting project. We then evaluated the video of 31,000 linear feet of sewer and are making repair and replacement assessments and costs, and evaluating other alternatives, including complete replacement. We also assisted the community in the process for receiving DOLA and SRF funding to construction the project. ​

Wastewater Capital Improvement Plan Preliminary Engineering Report

RGA created a Preliminary Engineering Report (PER) for the city that addressed the proposed strategy to significantly reduce inflow and infiltration in the gravity collection system, replace two (2) deteriorating baffle curtains at the Henderson Wastewater Treatment Plan and replace the failing Lariat Lift Station. RGA also assisted with obtaining a CDPHE Planning and Design Grant for this PER.

​RGA provides development review and construction observation services to the district. In addition, RGA maintains and runs the sanitary sewer model. As part of this process, RGA obtains all State, County, and Denver Water approvals and permits.  ​

​East Alamosa Water and Sanitation District, Alamosa, Colorado
Water and Wastewater Capital Improvement Plan (CIP)

​​RGA prepared a water and wastewater capital improvements plan (CIP) for the East Alamosa Water and Sanitation District to identify problems to a system that had been widely ignored over that last several years.  The first step was to meet with the water and wastewater system operator to identify areas in which frequent problems and repairs were encountered or needed.  With this information, RGA developed a camera, jetting and root cutting program to initially inspect the most problem prone and inspect the remainder of the system over the next couple of years.  The information obtained from the video indicated areas that posed acute health risks that had never been known about and also showed various areas where other repairs were needed.   From this data, RGA was then able to determine the type of repairs needed and, most importantly, develop a priority listing of the areas of critical need decreasing in importance to those only needing routine maintenance.  RGA also provided cost data from the repairs that were needed and a plan was developed to find solutions to problem areas within the district, which has been key to developing a basis for securing funding/grants from DOLA or CDPHE. This report was revised in September of 2019 in anticipation of CDPHE funding application.

Inflow and Infiltration Study

​The RGA team performed an inflow and infiltration study which included reviewing a televised recording of the entire collection system and a physical inspection of every manhole. After documenting areas of concern, a complete system map was created which ranked each deficiency. All improvements have been completed and inflow and infiltration significantly reduced.

Master Water System Review

The RGA team reviewed the district’s water system for water supply sufficiency, recommended utilization of an alluvial well system for water supply, identification of excessive losses, and recommended various improvements to the system, including replacement of a major transmission line and improvements to the water treatment plant and storage system.

​Sanitary Sewer Flow Monitoring

Multi-family units were found to produce an average per capita flow rate of 50 GPD. Single-family units produced an average per capita flow rate of 55 GPD. Additionally, there were only two pipe segments that exceeded the district and City and County of Denver’s criteria of 50% full.

Collection System Preliminary Engineering Report

Through initial analysis of the Del Norte wastewater treatment plant influent flows, it became immediately apparent that the wastewater collection system was experiencing extremely high volumes of inflow and infiltration. Mostly due to seasonally high groundwater levels, this inflow and infiltration was doubling and sometimes tripling the influent flow into the wastewater treatment plant. To determine and asses the problem areas, RGA assisted the town in bidding a camera, jet and root cut project. This project resulted in a complete collection system evaluation, including recommendations for improvement, types of improvement necessary (slip line, pipe burst, open cut), and a Preliminary Engineering Report (PER) which was submitted for funding assistance. RGA also assisted the Town in the design of approximately 55,000 linear feet of sewer pipe replacement. In addition, RGA designed and permitted the installation of new influent and effluent flumes and completed a facility hydraulic re-rating through CDPHE. ​

Capital Improvement Plan

Water Master Plan Update

The RGA team analyzed the diversion of surface water, storage, and distribution for non-potable irrigation system for a 900 customer community near Gypsum, Colorado.  The team developed a five-year master plan, capital improvements plan, and rate study to develop improvements to the system and fees to pay for the improvements.  ​

​Water and Sewer Utility Study

The Franktown Business Area Metropolitan District provides potable water and sanitary sewer service to several existing and proposed developments.  The RGA team estimated water demand and wastewater production values for the area over the course of approximately 15 years.  The team planned a major potable water and sanitary sewer infrastructure upgrade which included transmission mains, well facilities, pump stations, storage tanks, collection outfalls and interceptors, lift stations, and treatment facilities.  The study required strategic coordination with Douglas County, the Tri-county Health Department, the Cherry Creek Basin Water Quality Authority, and local residents and businesses. ​

Parker Water and Sanitation District serves approximately 34,000 residents and has an expected build-out of 76,000 residents.  The RGA team prepared the District’s Water and Sewer Master Plan to serve as a detailed guideline for anticipated utility needs.  Our firm selected and sized future water system improvements based on development locations and anticipated water demands, including water treatment, pumping, transmission, and storage.  The Master Plan includes an analysis of the District’s Reclaimed Water and expected future hydraulic loading.  After planning the District’s future infrastructure, RGA determined year-by-year costs for the three (3) systems (water, sewer, and reclaimed water).  ​

Wastewater Utility Plan

The RGA team prepared the district’s Wastewater Utility Plan (WUP) to the standards and requirements set forth by the Denver Region Council of Governments (DRCOG) and other approval agencies.  The firm summarized the district’s existing wastewater facilities and determined the future system needs for the area serving 18,000 residents. The WUP projected growth trends, wastewater production, and influent quality for a 20-year period.  RGA also prepared a requisite Emergency Response Plan for the WUP.

​RGA was tasked with updating the town's water resources master plan and completing a rate study. The scope of the updated master plan was a detailed analysis of the town's raw water rights, water treatment system, water distribution system and finished water storage system. Recommendations for improvement or replacement were also provided along with detailed project cost estimates. RGA also completed a rate study to ensure the town could fund annual water main replacement programs and construct and additional water storage tank. ​

RGA assisted the town with an update to RGA's Utility Master Plan from 2005. As part of the original Utility Master Plan, RGA developed the Utility Master Plan to properly prepare the Town for its future growth.  Our team summarized existing conditions and analyzed water and irrigation demand, as well as wastewater production trends.  Hydraulic water and sewer models were developed to replicate existing conditions.  We also evaluated existing storage, treatment, and conveyance capacities.  Considering anticipated development, RGA estimated future water and irrigation demands, and wastewater productions.  The resulting Utility Master Plan outlined the necessary distribution, storage, and treatment improvements. Finally, our team determined budgetary costs for the future water, sewer, and irrigation system improvements.

Utility Rate Analysis

RGA was chosen to prepare an analysis of the Town of Ignacio's water and wastewater systems, which is provided and treated by the South Ute Tribe's Utility Division. The RGA team analyzed a rate structure that was insufficient and out of date to capture enough revenue to pay for, not only the current system operations and maintenance costs, but future required improvements, without subsidies from the general fund. Our study examined and projected the tribe’s funding mechanism out for thirty years, and assisted the tribe in structuring a rate program.

Rate Studies for Non-Potable and Potable Water Systems

Todd Creek Village Metropolitan District ultimately will serve 3,500 customers with both a potable and non-potable (irrigation) water system. The RGA team provided construction inspection for two (2) 7,500 SF pre-engineered metal buildings over existing concrete sedimentation basins.  Duties included the inspection of the special epoxy paint over the structural steel and a unique HVAC system to reduce humidity.

Arsenic Groundwater Treatment Plant

The RGA team provided construction management for the installation of an iron-based adsorbent treatment system to remove arsenic from the town’s two (2) wells, which separately supply 170 and 15 gpm.  This project included planning, design, and construction administration services and securing federal funding through the DOLA Energy and Mineral Impact Assistance Grant, CDPHE Drinking Water Construction Grant, USDA Rural Development, and a Federal State and Tribal Assistance Grant.  Our team prepared the plans, specifications, and bidding documents.

​Preliminary Engineering Report (PER) to obtain funding for a complete replacement of the district’s 0.037 MGD wastewater treatment plant. The PER was also created to satisfy all engineering evaluation requirements in the Notice of Violation/Cease and Desist Order (NOV/CDO) from CDPHE. Above what is required by the NOV/CDO, this document is also being utilized by the district as a mechanism to apply for funding through the United States Department of Agriculture – Rural Development to finance the proposed improvements. ​

Wastewater Treatment Plant Improvements

The RGA team designed a complete retrofit to the existing Wastewater Treatment Plant including new and more efficient aeration, 73,500 SF of synthetic pond liner and the addition of a re-circulating sand filter for tertiary filtration.  The Wastewater Treatment Plant operates entirely under CDPHE Regulation 84 and will operate as a 100% re-use facility. RGA also assisted the district in obtaining a 0% interest rate loan through the CDPHE green project reserve to fund the project.  RGA also managed the plant’s permit compliance issues. We also assisted with all construction administration, including Davis Bacon compliance. ​

​Wastewater Treatment Plant Evaluation

The RGA team performed an evaluation of a 107,000 GPD mechanically-aerated lagoon wastewater treatment plant (WWTP).  The District had been experiencing problems with the WWTP after the latest expansion.  The high effluent total suspended solids concentration and poor performance of a polishing wetland resulted in concerns that the latest expansion was not properly designed.  The evaluation verified the design and stated the possible causes of the problems. A Preliminary Engineering Report (PER) was prepared to evaluate various alternatives for solving the problems. The preliminary engineering report and associated recommendations assisted the district in obtaining a 0% interest loan from the CDPHE Green Project Reserve to fund a major facility upgrade.

Collection System and Wastewater Treatment Plant Improvements

RGA assisted the Kremmling Sanitation District with the design and construction administration of various collection system and wastewater treatment plant improvements including a cured-in-place pipe (CIPP) rehabilitation project, the design and permitting of a new influent flow monitoring station and the design and permitting of a pilot test. The pilot project tested a new and innovative technology for ammonia removal that allowed the district to keep their current lagoon system and comply with the impending ammonia discharge limits. The pilot test will save the district several million dollars and avoid the construction of an expensive mechanical wastewater treatment plant.

​RGA was retained by the North La Junta Sanitation District to complete a preliminary engineering report to evaluate major deficiencies in their wastewater treatment process. RGA completed a thorough analysis that recommended several upgrades to return the facility to compliance. The PER was submitted and approved without comment by CDHPE.

South Water Reclamation Facility

The RGA team has been associated with nearly every phase of construction on this plant since its inception in 1986.  The facility has undergone expansions, the addition of advanced waste treatment (AWT), and bio-solids removal, with the RGA team providing design and contract administration assistance, value-engineering, and the construction of two (2) clay-lined effluent storage reservoirs, one 54 MG, and the other 33 MG.

The RGA team designed the original wastewater treatment plant (WWTP) for the District with an ultimate hydraulic capacity of 1.1 MGD.  The WWTP provides secondary treatment with aeration basins and clarifiers (activated sludge).  Population growth within the District required an expansion to the facility. RGA designed a 1.1 MGD advanced water treatment expansion, which included a new headworks building, aeration basins, clarifiers, sludge pumps, chemical addition, two (2) additional filters, and a new backwash tank.  ​

This lift station replaced the existing failing station. ​

Castle Oaks #6 Well Facility

The Castle Oaks #6 Well Facility is one of many well facilities that provides water for the Town of Castle Rock. The facility has two (2) non-tributary deep wells in the Denver basin. One pumps from the Denver aquifer, the other from the Arapahoe aquifer.  The RGA team prepared the design and construction documents, and provided construction-related engineering services for this project, which was completed in May of 2009.  The facility components include medium voltage (2,250 V) well pumps with variable frequency drives, and a masonry facility building that houses hydraulic control equipment, electrical equipment, and control and instrumentation systems.  ​

Meadows A7 Well Facility

​The Meadows A7 Well Facility is one of many well facilities that provides water for the Town of Castle Rock.  The facility has three (3) non-tributary deep wells that pump from the Dawson, Denver, and Arapahoe aquifers of the Denver basin. The RGA team prepared the design and construction documents, and provided construction-related engineering services for this project, which was completed in June of 2009.  The facility includes medium voltage (2,250 V) well pumps with variable frequency drives.  A masonry facility building houses hydraulic control equipment, electrical equipment, control systems, and instrumentation systems.  Construction included extensive site grading, buried piping, asphalt access road, erosion control systems, and sediment control mitigation.  ​

RGA designed the removal of the existing lift station and construction of a sanitary sewer lift station, valve vault, manholes, and force main. RGA also provided bidding and advertisement services, as well as construction management and inspection.

East Alamosa Water and Sanitation District, Alamosa, Colorado
Lift Station Numbers 1 and 2 Replacement

​RGA provided design, construction management and assistance with permitting of two lift stations that replaced the two largest stations in the district. This project included permitting through CDPHE and the county health department and coordination with the City of Alamosa. The replacement lift stations eliminate the routine weekly pump pulling required of the existing failing stations. The newly designed stations include specialized equipment to help prevent pump clogging and pump maintenance. ​

Collection System Replacement Project

​Upon investigation of the collection system, RGA found that the replacement sanitary sewer could not be reinstalled as the previous pipe was constructed due to placement of the storm sewer at the same elevation. Therefore, the sanitary sewer had to be lowered to avoid any conflicts. This included the addition of a lift station prior to the outfall piping to the lift the sewage to the existing wastewater treatment plant. RGA assisted with the design and regulatory agency permitting of a lift station. This project was funded through a DOLA grant received through RGA's Preliminary Engineering Report.

Due to excessive leakage from the Town’s aerated lagoon system, the RGA team assembled a preliminary engineering report (PER) and funding application to obtain sufficient funding from DOLA to safely dispose of years of accumulation of sludge and to reline the lagoons.  Our team then prepared design plans and performed the construction administration of the project.  ​
