On-call planning
City of Leadville, ColoradoRGA serves as the City’s planning and engineering staff on an on‐call basis. With the submission of a large scale PUD project becoming imminent, the City hired RGA to provide on‐call development review within both planning and engineering disciplines. By partnering with RGA for both services, the City is seeing efficiencies with a single point of contact. When services are desired, rather than coordinating with multiple firms, the City is able to make one call to RGA and the request is routed quickly and efficiently. Furthermore, for development review projects, there are increased efficiencies gained when RGA’s planning and engineering reviewers coordinate comments so there are no contradictions or duplication. In addition to development review services, the City has called on RGA for assistance with reviewing their table of land uses, development of construction standards, and creation of application and submittal checklists.

Town of Buena Vista, ColoradoThe RGA team is providing the Town of Buena Vista with on‐call engineering and planning services. On the planning side, RGA assists with all aspects of the development review process, from pre‐application coordination and meetings, planning review, referral agency referrals and coordination, staff reports, public hearing notice, public meetings, and recordation. Additionally, we also aid with applicant and developer correspondence, checklist and process outlines, and zoning code and land use code interpretations. We are also currently updating files for the town's GIS program and creating necessary maps.

Town of Lochbuie, ColoradoRGA serves as the on‐call planner for the Town of Lochbuie. The RGA planning team also provides the Town Administrator with planning expertise over development opportunities, site plans and conditional use permits, presenting these proposals regularly to the town boards. Our planners work in conjunction with the Town Engineer to review development applications.

Town of Grand Lake, ColoradoThe RGA Planning Team provides planning services on an as‐needed basis to the Town of Grand Lake. In addition to typical on‐call services related to development applications, zoning code questions and interpretations, and long‐range planning requests, RGA also provides mentorship specialized training, and support for the Town’s planner. We also assisted the Town in assessing the current Comprehensive Plan, identifying a hybrid process to allow town staff to complete some work while only relying on outside consultation for specific areas needing specialized expertise.

City of Sheridan, ColoradoRGA has been the City Engineer, and was the City Planner, and Chief Building Official for this city for almost ten years, providing a variety of engineering, planning, building inspection, and business license on‐call services. We assisted with processing all land use applications, including rezoning, site development, subdivisions, variances, annexations and special use permits. Additionally, we assisted with the management of the pre‐application review process and processing of referrals from other jurisdictions. We worked closely with other city departments and outside review agencies to coordinate timely reviews and processing of applications, along with overseeing the facilitation of the Development Review Committee to improve inter‐department communication. Our planners frequently prepared and presented staff reports to the Planning Commission and City Council, representing the city at public hearings. RGA planners also assisted the City Manager with Enterprise Zone Administration and economic development for the city. Our team has also helped the city transition into a city‐wide electronic record‐keeping system. Additionally, our planners have assisted the city with grant applications and administration, securing the city over $1 million dollars in funding.

Town of Hayden, ColoradoThe RGA planning team directed and facilitated all planning matters for the town, including: annexation projects, conditional use permits, site plan review, sign and lighting permits, and multiple types of plat reviews. In 2015, RGA assisted in the creation of the town’s marijuana ordinance and in 2016, ushered new marijuana businesses through the development review process for which three have now been permitted. Additional coordination has been made with plot plan reviews for single‐family homes in developed subdivisions. RGA has also participated in several special projects for the town staff and Planning Commission, including: lot count inventory, development code assessment and revisions to the development process guidelines and checklists. Our planners worked closely with the Town Manager and contract Building Official.

Town of Hot Sulphur Springs, ColoradoThe RGA planning team provided as-needed on-call development services to the Town Clerk. Work included a feasibility for rezoning of property from residential to commercial, annexation of property to the town for church use and general development review. We also assisted the town with obtaining grant funding via the creaon of their Parks and Open Space Master Plan.

Town of Meeker, Colorado The RGA Planning team provided community development perspective to town strategic discussions on an on‐call basis. The Town relied on RGA to provide professional planning and land development consultation related to a wide range of topics. Some areas the town solicited RGA Planning input are development review and application processing, participation in meetings with developers and land owners, development of land use applications and submittal checklists, educational presentation and discussion on design standards with Planning and Zoning Commission and Town Board, interpretations of Meeker Municipal Code language, and “Planning 101” orientation trainings for the new Board and Commission.
