Flood Recovery

Fairways Metropolitan District, Boulder County, Colorado
September 2013 Flood Response

During the catastrophic flooding that took place in September 2013 the Fairways Metropolitan District WWTP was completely inundated with stormwater both from direct runoff and from inflow and infiltration. As the facility operates as a 100% re-use facility, and does not discharge to a receiving stream, the treatment basins were completely filled and could not treat the incoming wastewater stream. RGA worked with the WWTP operator and CDPHE to devise an emergency response plan to allow the WWTP to return  to normal operations. RGA also worked closely with FEMA to apply for funding for equipment and material to mitigate the effects of potential future funding. After two months of emergency work the WWTP was returned to normal operations.​

Town of Estes Park, Colorado
2013 Flood Repair Project

This project consisted of 22 separate repair areas, work included establishing construction easements, survey pins, repairs and replacements for roadways, trails, retaining walls, repairs to asphalt, concrete, bridges, swales, embankments, and slope and bank stabilization. RGA provided design services including survey, geotechnical and environmental reports and evaluations. RGA produced design plans, contract documents, cost estimates, and has advertised, bidding services and full-time construction management for the town. As part of this work, RGA coordinated with the Town of Estes Park, CDOT, FEMA, all utility providers and obtained required clearances and permits. On behalf of the Town, RGA produced temporary construction easements and exhibits and met with affected property owners to explain the project and obtain signatures for the temporary construction easements. RGA assisted the Town with quarterly reports, scope change requests, and documentation for entry into the EMGrantsPro system. In addition, RGA assisted the Town to ensure that all work complies with the Town of Estes Park, CDOT, FHWA and FEMA requirements and regulations.

Town of Jamestown, Colorado
James Creek Irrigation Ditch Reconstruction

The RGA team performed engineering design and provided construction management services for the replacement of portions of James Creek Irrigation Ditch that were destroyed during the 2013 floods. This work consisted of preparing construction documents, advertising for bids, and assisting with the award of contracts.

Town of Jamestown, Colorado
Town Square Park

RGA team members performed the design of and the construction management and construction inspection of the reconstruction of the 2013 flood destroyed Town Square Park. The work consisted of preparing contract documents, advertising for bids for the various work trades required to rebuild the park, including curb and gutter, sidewalk, a new gazebo, power to the gazebo, bike stations, fencing, and a foundation for the gazebo. RGA assisted with the award of the contracts, then performed all the inspections for the work product of the various trades, prepared daily reports, reviewed and approved change orders.

Town of Lyons, Colorado
Apple Valley Waterline Relocation

​During the September 2013 floods, the Town of Lyons experience extreme creek bed erosion which caused severe damage to the town's transmission water main. Coordinating with FEMA, the town decided to relocate the line to a more resilient location away from the floodway. RGA assisted with construction management of the water line replacement, and had to follow all HUD and FEMA goals and reporting requirements.

Town of Nederland, Colorado
September 2013 Flood Repair Project

This project consists of 7 separate repair areas, work included replacements for roadways, culverts, repairs to road surface, swales, and slope and bank stabilization. RGA is familiar with the latest versions CDOT Local Agency Manual, CDOT Construction Manual, CDOT Field Materials Manual and the procedures associated with maintaining compliance for FHWA, FEMA and CDOT funded projects. RGA has a great working relationship with FEMA and a comprehensive understanding of the process and procedures that need to be followed in order to maintain compliance and ultimately funding.
