Mr. Gonçalves has over 50 years of experience in the design and construction management of a broad range of civil engineering projects. Expertise includes water and wastewater treatment plants, pumping and storage facilities, water and wastewater collection and distribution systems, roadway design, airport planning and design, storm drainage facilities, residential and commercial site planning and development, and recreational space projects. Mr. Gonçalves also has specialized expertise in municipal and special district engineering and administration. He personally acts as the City Engineer or District Engineer for a number of municipalities and special districts.
Mr. Welp has over 23 years of civil engineering design and management experience in master drainage studies, regional drainage, water systems, utility pipe lines, and sewer interceptors, and residential and commercial subdivisions. Mr. Welp’s responsibilities include hydraulic analysis, drainage studies, floodplain studies, development review, and design of drainage and municipal projects for the company. He is also a Certified Floodplain Manager (CFM).
Mr. Culbertson is an experienced planning consultant with nearly 20 years of combined professional
work in both the public and private sectors of municipal planning, land planning, and urban design. Ross provides RGA with strong consensus building and analytic skills to synthesize historic, cultural, social, and physical land characteristics. He also brings experience with community place-making, urban design strategies, and architectural detailing skills to enhance municipal regulatory documents or more directly enhance current local building projects.
Mr. Kluge has spent the last 19 years with RGA as a design engineer, AutoCAD technician, construction manager, and senior construction observer of water, sanitary and storm sewer utilities, street construction, water tanks, diversions dams, bridges, water and wastewater treatment facilities, effluent pond lining, CIPP lining, storm water structures and erosion control features.
James R. Landry, P.E., CWP, Chief Operating Officer
Mr. Landry is a civil engineer with 24 years of experience in utility and roadway design, hydraulic and drainage engineering, and construction management. He has been involved in the preliminary, final design, and construction for a wide range of public and private sector projects. Mr. Landry also represents cities and special districts as their Engineer. He is currently the District Engineer for Crestview Water and Sanitation District and Berkley Water and Sanitation District and Town Engineer for the Town of Mountain View.
Mr. Kern has 43 years of civil engineering experience as a consulting engineer for a wide variety of projects, with special emphasis on street design, drainage systems and storm water management. Mr. Kern is currently responsible for Building Department services for the Town of Superior, Colorado.
Ms. Petrykowska has broad experience in all aspects of community relations, personnel training and data analysis. She is devoted to providing communities with the best possible outreach and education. Academically and professionally, she has participated in the research and analysis phases of many projects. Her extensive research ranges from community interviews to the data entry and even to publication stages. Her professional planning work has focused on community outreach and archival research. She works closely with our planning team to provide high-quality research analysis and client relations.
Mr. Schumacher has extensive municipal experience, including Building Official, Building Inspector and Planning and Zoning Director. Over the past 35 years, he has acquired experience in all aspects of building and municipal departments and has excelled in the management of those departments. Mr. Schumacher has helped establish new codes and processes for the day-to-day administration of building departments, streamlined plan reviews and inspections, and managed departmental hiring and budgets. Mr. Schumacher also has extensive experience in construction administration and management of a construction firm and has performed building and code compliance inspections for residential, commercial and industrial projects.
Mr. Roberts has 14 years of experience in district engineering and construction administration. He has provided these services to 14 local metropolitan, water and sanitation districts and has utilized his geotechnical expertise to ensure proper construction communication. Patrick is involved with the National Society of Professional Engineers (NSPE) and acts as a state representative for the Construction Management Association of American (CMAA), both of which focus on ethics and leadership with the engineering and construction administration field. He also has experience in Microsoft Office Suite, Flowmaster, Autocad/Civil 3D, ArcGIS, Infosewer Suite 7, and EPA SWMM.
Mr. Keil has 41 years of experience in civil engineering and an expert in water and wastewater engineering. He offers proven success in designing, constructing, and operating environmentally-compliant water/wastewater systems and facilities and excels in working with government agencies and community stakeholders alike to plan and implement strategies that address environmental concerns. Ken is involved with the Water Environment Association, served on the joint RMWEA/RMAWWA water reuse committee that developed the State of Colorado’s water reuse regulations
Ms. An has over 7 years of experience in structural and geotechnical engineering, including: drafting reports, basic design calculation, calculation checks, and as well as performing field work. She has knowledge of soils, materials and rock testing standards and procedures. She is familiar with design standards, construction specifications, and finite element analysis. Ms. An responsibilities includes construction design and inspection for the company. She is proficient in the use of AutoCAD, RISA 3-D, MathCAD, SolidWorks, Bentley’s gINT, and Microsoft Office. She also prepares and submits statement of qualifications and proposals in response to RFP/RFQs, including editing, writing, and graphical layout.
Mr. Esparza has 33 years of design, construction and project administration and observation experience, including bridge, roadway, general infrastructure, drainage, utility and building design & construction. Mr. Esparza also has experience with ArcGIS and AutoCAD. Mr. Esparza’s duties have included supervision of design, building and infrastructure inspection, testing and construction. Management of associated personnel, conducting pre-construction conferences, bid coordination, contract and specifications preparation, pay estimate preparation, site coordination and inspection, contract management, project management, and program management.
Mr. Richter has over 24 years of experience in the design and construction of residential, commercial and public sector projects. A Senior Professional Engineer with a broad range of management, design, and construction experience. Experience with a wide range of due diligence, development, entitlements, design, system integration, construction, estimating, budgets, procurement, and construction management. Mr. Richter also has experience with floodplain management from managing projects which were adjacent to or encroaching into floodplains in which a CLOMR/LOMR process was necessary.
Elizabeth Farias, E.I.T., Design Engineer
Ms. Farias has over 4 years of experience in water and wastewater engineering. Ms. Farias’s responsibilities include design engineering and consulting for the company. She is proficient in the use of AutoCAD and Microsoft Office and has some ArcGIS experience. She also has over 5 years of public speaking and professional writing experience.
