Ricardo J.F. Gonçalves, P.E., President
Mr. Gonçalves has more than 40 years of engineering experience, including water and wastewater treatment, pumping and storage facilities, water and wastewater collection and distribution systems, streets and highways, and storm drainage facilities. Mr. Gonçalves personally acts as City/Town and District Engineer for a number of the firm's clients.
James R. Landry, P.E., COO, Roadways and Utilities
Mr. Landry has 16 years of experience in the management, design and construction of highways and streets, water transmission lines, wastewater collection lines, storm drainage facilities, land development and drainage master plans. Mr. Landry also serves in the capacity of City/Town and District Engineer for several of the municipalities represented by RGA.
Gary E. Welp, P.E., CFM, Drainage, Floodplains and Utilities
Mr. Welp has 15 years of experience in the management and design of storm water systems, including preparation of drainage studies, reports and drainage master plans. He is also the District Engineer for 4 special districts in the state of Colorado and is a Certified Floodplain Manager (CFM).
Ernest A. Kern, P.E., CFM, LEED AP, Building Official
Mr. Kern has 35 years of civil engineering experience as a consulting engineer fora wide variety of projects, with special emphasis on street design, drainage systems and storm water management. Mr. Kern is currently responsible for Building Department services for the Town of Superior, Colorado.
Gary R. Dickinson, Senior Construction Manager
Mr. Dickinson has over 35 years of civil design, construction administration and inspection experience, including the development, design, inspection, and construction administration of wastewater treatment, water storage and treatment, sanitary sewer collection, pumping facilities, well facilities, water distribution, drainage and storm sewers, streets, roadways, and airports.
Jennifer Q. Henninger, AICP, Planning and Development
Ms. Henninger has extensive experience in the public and private sectors of community planning, including a strong command of the municipal planning process, development review and design review standards, as well as ordinance revision and creation. Her work has been predominantly with municipalities and other governmental entities.
Karl A. Kluge, Senior Construction Observer
Mr. Kluge is a field engineer, designer and inspector with 30 years of experience. Mr. Kluge has spent the last 10 years with the RGA team as a construction manager and senior construction observer for water, sanitary and storm sewer utilities, street construction, diversions dams, bridges, water and wastewater treatment facilities, effluent pond lining, and storm water structures.
Michael Hager, Senior Construction Observer/Certified Operator
Mr. Hager has 19 years of municipal government experience, including parks and recreation, wastewater treatment plant operations, town manager, and resident engineer responsibilities. Mr. Hager has been the construction manager for major municipal street, drainage and utility projects. He holds professional certifications for wastewater treatment and water distribution systems.
Wayne Robinson, Building Official
Mr. Robinson has 34 years of experience in all aspects of the construction industry, including master planning, programming, site and landscape design, building design, contract documents, specifications, estimating, bidding, contract administration, contract management, and construction inspection. He is currently responsible for the City of Sheridan's Building Department.
Richard Jackson, Senior Construction Observer
Mr. Jackson has 50 years of experience in drafting, calculations, engineering, and construction. He has 15 years of experience in field surveying, including boundary, American Land Title Association (ALTA) and architectural surveys, as well as field note reductions and related areas.
Steve Groth, Senior Design Engineer
Mr. Groth has 27 years of experience in civil engineering design with an emphasis on land development, including grading, drainage, water, sanitary sewer, and roadways for residential and commercial developments. He is also RGA's computer systems manager and is responsible for CADD standards, training and management of the firm's support technicians.
Alicia K. Plocha, Graphic Design
Ms. Plocha has 8 years of experience in business development, project coordination and graphic design. Ms. Plocha manages RGA's Graphic Design and Branding Department, as well as serving as Office Administrator for the firm.
