Mr. Gonçalves has over 49 years of experience in the design and construction management of a broad range of civil engineering projects. Expertise includes water and wastewater treatment plants, pumping and storage facilities, water and wastewater collection and distribution systems, roadway design, airport planning and design, storm drainage facilities, residential and commercial site planning and development, and recreational space projects. Mr. Gonçalves also has specialized expertise in municipal and special district engineering and administration. He personally acts as the City Engineer or District Engineer for a number of municipalities and special districts.
Mr. Welp has over 22 years of civil engineering design and management experience in master drainage studies, regional drainage, water systems, utility pipe lines, and sewer interceptors, and residential and commercial subdivisions. Mr. Welp’s responsibilities include hydraulic analysis, drainage studies, floodplain studies, development review, and design of drainage and municipal projects for the company. He is also a Certified Floodplain Manager (CFM).
Jennifer Q. Henninger, AICP, Principal Planner
Ms. Henninger has nearly 20 years of broad based experience in both the public and private sectors
of community planning. She has a strong command of the municipal planning process, a critical
eye for development review, a personable approach to community engagement and a library of
knowledge pertaining to code, ordinance and plan implementation. Her work has been with private
planning and engineering firms, suburban and rural municipalities and military installations.
Mr. Culbertson is an experienced planning consultant with nearly 20 years of combined professional
work in both the public and private sectors of municipal planning, land planning, and urban design. Ross provides RGA with strong consensus building and analytic skills to synthesize historic, cultural, social, and physical land characteristics. He also brings experience with community place-making, urban design strategies, and architectural detailing skills to enhance municipal regulatory documents or more directly enhance current local building projects.
Mr. Kluge has spent the last 18 years with RGA as a design engineer, AutoCAD technician, construction manager, and senior construction observer of water, sanitary and storm sewer utilities, street construction, water tanks, diversion dams, bridges, water and wastewater treatment facilities, effluent pond lining, storm water structures and erosion control features.
James R. Landry, P.E., CWP, Chief Operating Officer
Mr. Landry is a civil engineer with 23 years of experience in utility and roadway design, hydraulic and drainage engineering, and construction management. He has been involved in the preliminary, final design, and construction for a wide range of public and private sector projects. Mr. Landry also represents cities and special districts as their Engineer.
Mr. Kern has 42 years of civil engineering experience as a consulting engineer for a wide variety of projects, with special emphasis on street design, drainage systems and storm water management. Mr. Kern is currently responsible for Building Department services for the Town of Superior, Colorado.
TJ Dlubac, AICP, Senior Planning Manager
With a strong background in municipal management, development review, and strategic planning and analysis, Mr. Dlubac brings a wide array of community development and project management experience to the RGA Team. Mr. Dlubac has a passion for sharing his training, knowledge, and
experiences with communities to help them meet their own future vision and goals. This passion is at the core of all the projects he works on and communities he serves.
Brandon Howes, AICP, Senior Planner
Mr. Howes has over 8 years of wide ranging experience working in the public sector as a land use and transportation planner. Throughout his career, he has honed his skills in Master Planning, Comprehensive Plan updates, Zoning Code updates, Development review, and Entitlement planning with an attentive eye for detail. Mr. Howes’s legal training also provides him a critical lens through which he can evaluate planning documents and provide thoughtful recommendations.
Mr. Dickinson has 43 years of civil design, construction administration and inspection experience, including the development, design, inspection and construction administration of wastewater treatment, building inspection, water storage and treatment, sanitary sewer collection, pumping facilities, well facilities, water distribution, drainage and storm sewers, MS4 inspection services, streets, roadways and airports.
