RGCE provides an on-call City Engineer, City Inspection, and District Engineer services to a number of jurisdictions in the capacity of Staff City or District Engineer. MAZATLAN, MEXICO
Site investigation and process design evaluation of a partially constructed 1.6 mgd wastewater treatment facility for this Mexican resort community. Prepared recommended modifications to increase reliability, reduce operational problems and increase efficiency. Provided cost estimates for the alternatives.
DENVER, COLORADO
Preliminary design analysis and cost estimates for effluent disposal and sanitary sewer treatment at the new airport site. Analyzed feasibility of pumping from Metro Denver Wastewater plant versus on-site treatment for slow rate land application system. For wastewater collection, examined cost of collection for on-site treatment versus pumping to the Metro Denver outfall in 56th Avenue.
DOUGLAS COUNTY, COLORADO
Performed value engineering and construction viability review for the Pinery wastewater treatment facility. The projected savings in construction costs for this facility, as a result of the value engineering review, was $500,000. Performed design services for upgrade of existing booster pump station.

Developed alternatives and cost estimates for improving wastewater treatment and collection, storm drainage, and water supply.
DENVER, COLORADO
Performed an analysis of the plant water system over a 75-acre wastewater treatment site. Study included a steady state network analysis of the system, with fire hydrant tests to verify model and to refine estimates of pipe friction factors. In addition, a surge analysis was performed on the system, simulating a power failure to the pumps and opening and closing of existing valves. The system was modeled with a variety of surge control devices to determine what would provide adequate surge suppression to the system. The surge analysis was performed with the University of Kentucky Surge IV computer program.
PARKER, COLORADO
Performed value engineering for 2.0 mgd activated sludge wastewater treatment plant. An extensive review was conducted to determine the most effective and efficient design, and a construction viability review was performed to assure that the design could be constructed with no undue problems. The value engineering study resulted in a savings of approximately $1 million. Provided troubleshooting and inspection services during construction.
