The following is a list of key RGCE personnel. These individuals are supported by our staff of design engineers, CAD technicians, and construction services personnel.
RICARDO J.F. GONÇALVES, P.E., PRESIDENT, has more than 31 years of municipal project experience. Rick personally acts as City Engineer and District Engineer for a number of the firm's clients. He has completed a wide range of projects including water and wastewater treatment, pumping and storage facilities, water and wastewater collection and distribution systems, streets and highways, and storm drainage facilities.
LARRY LACKEY, P.E., DENVER OFFICE MANAGER, has more than 38 years of experience in civil engineering including diversified experience in both the public and private sectors. He is involved in the design and construction administration of highways and streets, bridge structures, storm drainage facilities, airports, parks, residential and commercial development, water and wastewater distribution/collection systems, and water storage reservoirs. Larry serves as Project Manager on major infrastructure projects and coordinates staffing requirements for the firm.
FRANK BUTURLA, P.E./P.L.S., CIVIL ENGINEERING MANAGER, has over 31 years of civil engineering experience in infrastructure development. In the recent 10 years, this work has been mainly in hydraulics and drainage. This work has included projects throughout the western United States. In the Denver area, Frank has completed three master plan Addenda for the First Creek, Green Valley Master Drainage Plan. This work has also included a LOMR for First Creek south of 48th Avenue. Master Drainage studies include Silver Peaks at Lochbuie, Colorado and Marcy Gulch at Highlands Ranch. In addition, numerous drainage reports were completed for developments within the Denver metropolitan area.
ERNEST A. KERN, P.E., CIVIL ENGINEERING MANAGER, has more than 27 years of civil engineering experience. He has worked for municipalities and as a consulting engineer on a wide variety of projects with special emphasis on street design, drainage system and storm water management. Ernie is responsible for city engineering and building department services.
MICHAEL R. DENTON, P.E., STRUCTURAL ENGINEERING MANAGER, has 28 years of experience in commercial, industrial, and bridge design. He has completed designs for CDOT, DOE, RTD, and other governmental agencies. Commercial projects have been completed for the Denver Union Railroad Terminal, the New Elitch Gardens Amusement Park, and several restaurants.
GARY R. DICKINSON, SENIOR CONSTRUCTION MANAGER, has over 26 years of civil design, construction administration and inspection experience. His involvement includes the development, design, inspection and construction administration of a variety of projects including wastewater treatment, water storage and treatment, sanitary sewer collection, pumping facilities, well facilities, water distribution, drainage and storm sewers, streets, roadways and airports.
DAVID L. TAKEDA, P.E., PROJECT MANAGER, has 7 years experience in the management, design and construction of water and wastewater facilities. His experience includes water and wastewater treatment plants, potable and raw water distribution and storage, well and pumping facilities, wastewater collection and effluent pumping and storage systems. Mr. Takeda's experience also includes computer modeling and master planning of water and wastewater systems.
JAMES R. LANDRY, P.E., SENIOR PROJECT ENGINEER, has 9 years of experience in the management, design and construction of highways and streets, water transmission lines, storm drainage facilities, land development and drainage master plans. Mr. Landry also serves in the capacity of City Engineer for one of the municipalities that RG Consulting Engineers represents.
GARY E. WELP, P.E., SENIOR PROJECT ENGINEER, has 8 years experience in the management and design of storm water systems, preparation of drainage studies, reports and drainage master plans. Mr. Welp's experience also includes project management, design and construction administration for a nine-mile long 30' diameter water transmission line.
STEPHEN M. GROTH, SENIOR DESIGN ENGINEER, has civil experience in design and drafting of residential and commercial development, including sanitary sewer, water, grading, and storm drainage. He has been using AutoCAD as a design and drafting tool since 1988. Presently, he is using AutoCAD 2002 with Land Desktop 3 exclusively in all aspects of project design. He also has experience with ArcView geographic information system software and is the network administrator for the company.
